Miriam Hallen was one of five children born to Louis and Harriet (nee Baker), and lived most of her youth in Brooklyn, New York. After taking tests, she found work in Washington, D.C. in the thirties, eventually finding employment with  Eastman Kodak. It was in Washington, D.C. that she met her future husband Arthur Ness, and where they began their new life together as man and wife.
